This would be handy for broadcasters that run automated systems that download syndicated programs into monitored folders. In our case, there's a brief window when the automation software deletes the existing files and then replaces them with a fresh download, If PIL's monitored folder function fires during that two-second window, it deletes the missing file from the database and any reference in our clocks and playout log. To solve this, a checkbox that says "Do not delete missing files" in the monitored folders setup would allow automation software to delete files in the background then recreate them without risking losing the database reference in PIL.
